This conference presentation explores the transformation of existing single-family housing in Germany through an urban governance perspective. Although alternative housing arrangements and spatial adaptations are becoming widely discussed, their implementation remains hindered by fragmented private ownership and limited municipal authority. Drawing on an exploratory analysis of initiatives, project reports, and interviews with relevant actors, the presentation identifies different constellations through which transformation is initiated and supported. It proposes urban regime theory as a framework for examining how actors mobilize resources, establish collaborations, and develop collective capacity to act. Initial observations highlight the role of intermediary actors in connecting stakeholders and knowledge, while pointing to the challenges of establishing more sustained forms of collective action.
