Situations of problematization: Participation and framing in the informational city [forthcoming]
Framings shape communication processes and thus the outcome of participation in digital urbanism. Yet, they are not always easily reducible to actors or interests. This article examines the emergence of digital urbanism in Germany and traces how it reflects both particular frames of technology and framings of the city that technology has made available. Tracing the historical emergence of digital urbanism as a problematization that treats cities as systems of information, it investigates how, in the present, participation can be understood in terms of situations that sustain problematizations that privilege some framings over others.
