Planning contestations and the evolving agency of local professionals: The case of large-scale Chinese green technology projects in Eastern German small towns

The presentation addresses the challenges, conflicts, and resistance that arise during the planning and implementation of Chinese large-scale green transition projects in Eastern Germany. Drawing on empirical material from cases in Thuringia and Saxony-Anhalt, the presentation offers a perspective from within the planning institutions involved, highlighting the ambivalent and at times contradictory agency of local planning, administration, and policy professionals in dealing with and navigating planning contestations at the local level.
