Mapping conflict and prioritization: National parliamentary discourses on urban greening and biodiversity implementation in Germany and Italy

The chapter presents political parliamentary debates in Germany and Italy on urban greening and biodiversity. The chapter deploys a discourse network analysis (DNA) methodology to discuss the evolution of arguments and concepts used by political actors in favour of or against urban greening and biodiversity actions. Arguments of actors are analysed with the discourse network analyser program and visualized with the software tool Visone. Referring to the analytical framework of discourses on climate delay proposed by Lamb et al. (2020), the chapter presents different strategies deployed by political actors to prioritize other interventions instead of greening and biodiversity.
