The chapter emphasizes the ambivalence of large-scale projects in regard to their potential to initiate wider transformation processes in their geographical or institutional environment. The key argument is that large projects increase the scope of action for involved actors but, at the same time, are genuinely selective when it comes to both what they change and who profits from this change.
